Does YouTube still have RSS feeds?

Yes. Every channel has one at https://www.youtube.com/feeds/videos.xml?channel_id= followed by the channel ID, which starts with UC. Playlists use ?playlist_id= instead. Each feed lists the 15 newest videos.

How do I find a channel ID from an @handle?

Feed URLs need the UC channel ID, and there is no handle= feed (it returns error 400). Open the channel page, view the page source, and search for rss+xml: that line holds the full feed URL. Or search the source for channel_id. Paste either here and the tool builds the feed.

Can I get a YouTube feed without Shorts?

Unofficially, yes. Replace the UC at the start of the channel ID with UULF and use it as a playlist_id to get uploads without Shorts, or UUSH for Shorts only. YouTube does not document these, so they could stop working without notice.

Why does my YouTube feed only show 15 videos?

That is the size of every YouTube feed. Your reader keeps older items once it has seen them, so follow the channel and the history builds up from then on.
